Geneva/Jaipur, dusrikhabar.com. Emphasizing the urgent need to strengthen health budget systems worldwide, Dr. Ramesh Gandhi stated that all countries must reform their health financing models. During an international dialogue held at the World Health Organization headquarters in Geneva, serious concerns were also raised regarding India’s health budget.

A significant discussion on global and national health budgets took place at the World Health Organization headquarters in Geneva during the “WHO CSO Dialogue-2 (Domestic Leadership in Health Financing)”. The meeting saw participation from over 130 delegates representing more than 50 countries.
Representing India, Dr. Ramesh Gandhi expressed deep concern about the country’s health budget. He pointed out that India’s current health expenditure stands at only 1.9% to 2.1% of the total annual budget, which is inadequate for a developing nation.
He emphasized that countries like India should allocate at least 5% of their annual budget to health, while India is still struggling to even reach the 2.5% mark.

Key Discussion Points
Budget Shortage and Debt Crisis
Labila Samaya Musoke highlighted that global Official Development Assistance (ODA) is declining, and rising debt levels in many countries are negatively impacting health budgets.
Need for Transparency and Efficiency
Experts stressed that increasing funding alone is not sufficient. Proper utilization of funds under Public Financial Management (PFM) and ensuring transparency in expenditure are equally critical.
Role of Civil Society
The dialogue recommended establishing an independent advisory body in every country to monitor health budget processes and ensure accountability and transparency.
Youth Participation
Balkiss Abdelmoula emphasized the importance of institutional involvement of youth in health budget decision-making processes.
Participation of Global Experts
The dialogue featured several senior global experts, including Michel Thieren, Hélène Barroy, and Henry Peter Samkyi, who shared valuable insights on strengthening health financing systems.

Next Steps
The first dialogue in this series was held on December 10, 2025. The third and final session will take place on May 19, 2026, during the 79th World Health Assembly (WHA) in Geneva.
Tedros Adhanom Ghebreyesus is expected to participate in this crucial meeting, where the recommendations discussed will be formally presented.
